Contrast that with Hezbollah. Was there any way that they could *not* have known, when they chose that building as a platform to launch attacks, that there were civillians inside? Women and children? Of course not - they were there, on the ground, they knew exactly who was in that building. And was there any way that they could not have known that by choosing the building as a platform to launch attacks they were painting a bulls eye on it for the IDF? Again, of course not.
Hezbollah knew exactly what it was doing when it chose that building. I'll say it again - an Israeli missile hit the building, but Hezbollah killed the people inside.

Now, if the IDF not only had no way of knowing whether there were people inside that building but also knew (as did the rest of the world), that civilians were unable to flee those areas because of the very grave risk of Israeli air attacks, then there is a reasonable assumption that there may well be people sheltering inside it.
Plus, Hezbollah are known to use the civilian population as a shield. Plus, Hezbollah know that the moment there is a rocket attack the Israelis will locate and target that firing point, so they are not going to hang around they are going to get the hell out of there.
So, the IDF knows, or can make reasonably informed judgements, that:
1. there are likely to be civilians in the area from which a missile was fired; 2. there is every likelihood that there will be no Hezbollah in that location; 3. destroying that building will serve no military purpose.
To the horrified onlooker this looks very much like each side competing to be the worst bully on the block. Hezbollah purposely putting defenceless civilians in harm's way and the Israelis purposely killing them to prove they don't care.
