The word in the top right reads "Security" and the words in the middle read "Red Line".
It's in reference to a phrase that has been prancing around the media since the revolution began claiming that "Security is a red line", which is to imply that no breach of security or people's safety will be condoned or tolerated.

The irony is that Beirut has suffered 2 major car bombings since then (one causing 2 fatalities)!

My personal impression of the drawing is that security itself has fallen victim to an explosion and now the phrase "Security is a Red Line" refers literally to a trail of blood...
